Standard reply to manufacturers

The following messages could be used as a standard reply to manufacturers
who want SANE to support their product:

In order to have the SANE development team to support your device(s) there
are three requirements:

1. A willing programmer (or willing programmers).
2. Proper documentation.
3. Access to actual devices by the programmers to do tests during
development.

We may propably solve issue 1 if you can help us at least on issue 2. as
far as issue 2 is concerned we would like to have access to technical
documentation as far as the interface (SCSI/USB/PPA) is concerned.
Preferably under NDA but at least without putting restrictions on the
resulting source coude. (See the GPL for details.)

If you can throw in issue 3 as well the likelyhood of finding a
programmer in the SANE team will increase substantially.

As you can see the basic 3 issue's have been addressed again.
