Check the file dll.conf (probabaly in /usr/local/etc/sane.d or
/etc/sane.d). Is the epson backend listed in this file and not
commented out?

With the following command you can check what's going on:

SANE_DEBUG_EPSON=255 SANE_DEBUG_DLL=255 scanimage -L

The dll messages tell you about which backends are loaded and the
epson messages what's going on in the epson backend.
