No. AFAIK just those that are needed.
It might be the best idea to modify the installation scripts to only install
the drivers required.

However creating /usr/local/lib/sane might be a reasonable idea, too, because
that also helps for preinstalled packages and distributions.
At best keep this location configureable via the sane.conf file.

This is what we do with GGI drivers to allow for non-root installations.
