Try tsx-11.mit.edu:/pub/linux/packages/sane. That directory has both
sane-0.62 and a version of gtk that will solve your compilation
problem (see gtk+.README in the above directory).

Incidentally, which gtk RPM did you use? I thought the gtk-0.99.10-5
RPM should work with sane-0.62, but I haven't tried it myself.
